# FU Source Research

Use this skill when a Future Union mission asks for source-backed research, a receipt card, a Growth Index input, a local blocker example, or a story lead.

## Workflow

1. Restate the mission in one sentence.
2. Identify the narrowest factual claim worth testing.
3. Collect public sources first: official data, council papers, planning portals, inspectorate decisions, think-tank reports, local press, and original documents.
4. Build an evidence table with source URLs, dates, and confidence.
5. Separate facts from interpretation.
6. Name caveats and uncertainty.
7. Keep `CONTRIBUTION.md` and `CREDIT.md` accurate if they exist in the workspace.
8. Recommend one FU action: publish, investigate, add to Growth Index, route locally, or hold.

## Evidence Standard

- Prefer primary sources over commentary.
- Do not use unsourced social posts as evidence. Use them only as leads.
- If a source is not public, do not use it.
- If a claim involves a named person, official, developer, company, or council, phrase cautiously and flag legal/common-sense risk.
- If the evidence is messy, return a caveated packet rather than forcing a clean answer.

- contribution credit note, if supplied
- human QA checklist

## Never Do

- Do not invent numbers, quotes, dates, or causal claims.
- Do not submit FOIs, forms, emails, posts, comments, or messages.
- Do not submit contribution records or publish credit without human approval.
- Do not scrape private systems.
- Do not process personal data without explicit human approval.
- Do not publish the output directly.
